The Anna Municipal Complex was envisioned as the civic centerpiece of one of North Texas’ fastest-growing communities. With the city projected to grow from approximately 14,000 residents to more than 250,000 at full build-out, Anna required a municipal campus capable of serving both immediate needs and long-term growth.

The completed complex includes a 36,700-square-foot City Hall, Municipal Court, and Police Department building, along with a separate 15,800-square-foot Central Fire Station. Located on a remediated brownfield site that will anchor Anna’s future downtown district, the campus was designed as a walkable civic destination and catalyst for surrounding development.

In the absence of an established downtown architectural context, RSA developed a contemporary civic identity inspired by the North Texas technology corridor. A prominent glass curtainwall and sculptural council chamber embody the City's commitment to transparency and open government, while terra cotta-clad forms convey permanence and strength.




Designed as the civic heart of the campus, the two-story council chamber draws inspiration from performing arts venues, incorporating tiered radial seating, carefully tuned acoustics, and theatrical lighting to create a more engaging public experience. A dramatic glass façade serves as a beacon for civic participation, while the chamber’s layout brings citizens and elected officials into closer proximity, reinforcing the role of local government as an accessible and visible part of community life.


The Police Department includes administration, CID, records, evidence processing, K-9 facilities, briefing rooms, juvenile processing, and secure support spaces. Layered security systems, controlled-access zones, and protected vehicle storage provide the operational capabilities needed to support a rapidly growing community while allowing for future expansion.

The Central Fire Station completes the civic campus and extends the architectural language established by City Hall. Designed to support firefighter wellness, training, and operational readiness, the facility includes flexible accommodations, training spaces, and a rainwater collection system that supplies fire apparatus operations. Expansive glazing at the apparatus bays and command center puts the mission of the department on display, creating a visible connection between first responders and the community they serve.


Designed with adaptability in mind, the municipal complex includes provisions for future growth and evolving departmental needs, ensuring the campus will continue to serve Anna for decades to come.
