The Taylor Justice Center was designed to support the city’s rapid population growth and the corresponding increase in demand for public safety and municipal court services. Integrated within a broader civic campus, the facility provides a secure, efficient, and adaptable environment that balances operational needs with public accessibility.

The two-story Police Department is organized around clearly sequenced workflows that support daily operations, including patrol, CID, administrative offices, fitness and locker rooms, briefing and turnout rooms, evidence processing, dispatch, and specialty units such as Professional Standards and Community Services. Officer movement—from arrival and equipment check-out through report writing and end-of-shift debrief—is intentionally planned to improve efficiency and accountability. A joint-use training room supports police operations while also serving as a soft Emergency Operations Center and community meeting space, and the structure was designed to accommodate a future third-floor expansion.


Municipal Court functions are integrated within the Justice Center and routinely manage dockets of 75 or more cases several times each month. Court operations remain functionally distinct from Police operations while benefiting from proximity and shared infrastructure within the civic campus.

To maximize value, RSA collaborated closely with the City and contractor to implement cost-effective material and systems strategies without compromising performance or design intent. High-quality GFRC and cast stone were used in lieu of traditional carved masonry, and mechanical, electrical, and control systems were strategically integrated across the Justice Center and adjacent civic facilities to reduce redundancy. Positioned at the terminus of a planned civic plaza, the Justice Center also serves as a visual anchor for community activity, reinforcing public trust while positioning the City for long-term growth and adaptability.
