The Sugar Land Public Safety Training Center was master planned and designed as a phased, comprehensive training campus supporting both Fire and Police operations. The facility was developed to deliver basic and advanced training environments that meet NFPA 1001, NFPA 1403, and IFSTA standards, while simulating real-world residential, commercial, and tactical conditions.

The campus is anchored by a two-level training and administration building that supports classroom instruction and faculty offices for the entire site. Across the campus, fire training elements include a Class A residential burn building, a five-level gas-fired commercial burn building, drafting pit, confined space course, physical fitness course, training field, and a dedicated apparatus building. Live-fire training environments were designed to safely support interior and exterior firefighting, fire behavior analysis, ventilation training, pump testing, vehicle rescue, hazardous materials response, and physical aptitude testing.

Police training components were integrated into the broader campus and include an indoor firing range with scenario-based and moving-target capabilities, outdoor 50-yard and 100-yard qualification ranges, a tactical simulations training building utilizing simulated ammunition, an EVOC driving track, obstacle training course, and fitness facilities. Shooting ranges were carefully sited and designed with baffling, acoustic treatment, and environmentally responsible backstop systems to support bullet recycling and lead containment while minimizing impacts on adjacent residential areas.

Site planning and phasing were central to the project’s success. RSA developed multiple phasing options to align training priorities with funding availability, while civil and site improvements were structured to allow incremental development. Training elements were strategically located to account for prevailing winds, nearby airport operations, and neighborhood compatibility.
