The Benbrook City Hall & Municipal Complex was designed to support the city's long-term vision for a walkable downtown while maintaining uninterrupted municipal operations throughout construction. The new facility was strategically located between the existing City Hall and Police Department, allowing both buildings to remain fully operational until the transition was complete.

The facility brings together City Hall, the Police Department, Municipal Court, the Senior Center, and a Visitor's Center in a single, efficient building. Flexible planning maximizes the use of public space, most notably through the Council Chambers, which converts into the Senior Center banquet hall by concealing the council dais behind an operable partition when not in use.

The building also houses Benbrook’s Police Department, including a hardened sallyport, detention facilities, CID, Patrol, evidence storage, and administrative offices. Separate public entrances for City Hall and the Police Department improve security while providing intuitive access for visitors.

With the removal of the former City Hall, the site opens to Main Street as a new civic green featuring a festival lawn, splash pad, outdoor gathering spaces, and flexible open space for community events. These public amenities extend the function of the municipal complex beyond daily government services and create an active civic destination.
