Construction Cost : $1.73 M | SF : 10,467 The City of Center passed a bond referendum for a new Emergency Operations Center, Police Department and Court Facility with a modest budget and subsequently commissioned RSA to design it. Prior to beginning the design, RSA was asked to provide Programming Services and a Feasibility Study to compare the cost benefit, if any, of renovating and expanding the existing Police Department and Court Facility versus constructing a new building. The Feasibility Study confirmed that a new facility was the better option. Due to the modest budget on the project, RSA chose simple forms for efficiency and cost effectiveness. The Municipal Court facility was given a taller massing and oriented slightly off nadir of the orthogonal orientation given the Police Department/EOC providing separate identities for these two functions at a minimal cost. Durable cost effective masonry, a low slope 30 year roof membrane and low maintenance finishes were incorporated to meet the Owner’s budget. The Project Scope included a New Police Headquarters, Training Room, Municipal Court and Emergency Operations Center for the City of Center. The Police Department included Police Reception, Records Storage, Dispatch, Police Chief & Asst. Chief’s Offices, Detective’s Offices, Sergeant’s Offices, Patrol Room, Briefing/Training/EOC Room, Locker Rooms, Evidence Storage Room, Crime Lab, Armory, Conference Room, Police Administrative Offices, Interrogation Room, Interview Room, Reception, Break Room/Kitchen, Laundry, Holding Cells, Booking Area and Sallyport. The Municipal Court included the Judge’s Chambers, File Room, MC Clerk Offices, Public Transaction Counter and Storage Space.
